Yes - US 395 is used as a training road for CHP graduates - they learn to drive fast without being in heavy traffic. You'll find a lot of them from Lone Pine (actually farther south to Ridgecrest) all the way to the Nevada border at Topaz Lake. They also inhabit the mountain passes - CA-108, CA-89, CA-88 & US 50.
Pretty much resigned to it. They are not going to cramp my style. Not to disparage your home state...but...let me count the ways...starting with diesel fuel cost that jumped a dollar a gallon as soon as I crossed the border from Arizona. Next...I've been driving the speed limit since Florida, mostly 70-75, and as soon as I hit California...suddenly!!!...I am unsafe at anything over 55, because I am pulling a trailer. wtf? (BTW, I am authorized criticism because I lived here).
