I think the shut down the track multiple times during the week (especially early in the week and after qualifying) - and open up the public roads. It's pretty easy to drive the Mulsanne, park and check out (or drive) the chicanes, Indy-Arnage, and the straight leading up to the Porsche curves.
Verizon's $10 "Travel Pass" is KILLER. You can easily blow through $10 in a brief phone call under the $0.20 per minute rate.

I've downloaded the app, but it's the French version and I can't find a way to translate. I can do most of the French, but it would be easier en Anglais! Do you (or anyone else) know how to do it?

David - ACO site has "fr or en" choices in the upper right hand corner. Might be easier to select "en" then the ON SIte pages.
