I think if on preliminary look the car appears correct, you might be able to negotiate a deal contingent upon its passing a detailed PPI at your expense. At that time, you might be able to arrange for an expert to fly out, look at it on the dealer's shop lift with the belly pans off, and do a joint test drive. If the selling dealer won't accept it, move on. What initially looks like a good deal can very quickly become a very expensive mistake. I personally would not hesitate to spend a $1000+ on a detailed expert PPI before buying a $125-175k car.
