Are those black tab's in front of the headlights washers?

Yes they are for the headlights. You can also see the side marker lights that were put on the Euro cars. Also in this picture I took at La-Mans you can see the rear lights in the bumper.

Here is a better picture of the side marke lights placed just behind the front tire.
