Its part of the entire airbag cover. Someone (maybe @B.M.F. ) has been refinishing them (back in the day elite auto did). The process is to pull the airbag and send it out for refinishing. A second option is a sticker to cover.

Or consider it the patina of a 19 year old vehicle.

Remove the horn/airbag assembly as follows; (Disconnect negative cable on battery first.)

1. Remove the two ~.75" diameter plastic "plugs" from behind the steering wheel
2. Use an 8mm socket on a 1/4" ratchet to remove the two 8mm fasteners
3. The horn/airbag assembly can now be pulled forward and you can un-plug the two connectors to the airbag
4. Pace the assembly facedown on a workbench and carefully remove the small nuts securing the airbag to the steering wheel
5. Lift the airbag module out and set it aside.
6. Ship the remaining assembly to Shelby at Elite Autos LLC.
7. In a few days, you'll have it back in perfect condition and you can re-assemble

I believe it was $500 the last time we sent one over to be fixed.

I'm guessing mine was the last one Kendall sent out, it was $500. Looks great (worth it)

this was a typical problem when the cars were new, and Ford warrantied many many of them

Ed Sims originally produced these decals with the retro GT40 look. He is currently looking for another manufacturer. Knowing the amount of demand might spur him on. They were a freebee for the community out of the goodness of his heart.

Seriously. I got mine years ago, no charge, Ed even paid postage for all who wanted one.
