2005 front passenger turn signal bulb change suggestions on how to?

I thought the front lamps were all led until i realized this $3 lamp was out. Any insights? I guess the tire comes off?

LOTS of threads on this. Wheel for sure. The usual way is to pull the inner fender, which is quite a challenge (I've done it). Recently another option that was presented was to pull the front splitter. In the case of the drivers side, there is less access as the washer bottle is there.
