Since when can a dealer charge labor for recall work?

My father in law took his Marquis in for a recall. The papers plainly said it was free of charge. The dealer charged him $100 in labor.

Is this legit or did the dealer rip him off? I say he got ripped. If so, who can I contact at Ford to get this dealer ripped a new hole?

The phone number is in the warranty booklet that came with the car. The recall letter may also have a number.

Moderators Note.

Gentlemen,

Something may well be out of sorts here. And if that turns out to be the case, I'm happy to let this thread run it's course. But perhaps there is some other explanation and I would like some type of documentation before we allow this conversation to continue. Daniel Bonyhadi set the tone here when he said that this Forum is domestic friendly in general and Ford Motor Company friendly in particular. Have your father-in-law call me at 602-430-4877. I'll make contact with the dealership. As a former auto dealer myself perhaps I can help. Perhaps there's a rational explanation for this. Perhaps not. But as the current owner of five Ford vehicles I purchased brand-new, a couple of which involved recall work, this has not been my experience, recently, or in the past. So I'd like to receive a call and verify what has gone on here before this continues.
